DIVISIONS



Field Services

Responsibilities include all auditing and revenue collection activities that require on-site visits by department personnel.

The IRP Audit Section conducts field audits on Illinois based interstate trucking companies, registering under the (IRP) International Registration Plan. This plan requires trucking companies to report mileage traveled in each jurisdiction to a "base" state. The base state registers the vehicles and distributes funds to other jurisdictions on the percent of total miles traveled.

The Private Sector Unit audits and provides technical support to private entities that conduct Secretary of State business on their premises. Vehicle registration stickers, for example, are sold by more than 2,500 Illinois banks, thrifts, currency exchanges and credit unions.

The Collection Unit is responsible for the collection of monies due the office on checks that have been returned for insufficient funds.

Sales Analysis Division

Responsibilities include the monitoring of sticker sales and the reconciliation of inventory items such as vehicle plates and stickers. The Sales Analysis Division also monitors all electronic financial transactions conducted between local banks into which Secretary of State collections are deposited.

Under a "perpetual inventory system," stickers are tracked from point of manufacturing through their sale (or destruction in the case of unsold stickers). The location of a particular sticker is detectable at any point prior to sale and can also be tracked to a particular vehicle once the sticker is sold.

Refund Division

Responsible for processing refunds to individuals and corporations for overpayment made on fees and taxes paid to the Secretary of State. Checks are mailed to individuals or corporations that have overpaid their required fees. Inquiries regarding refunds should be made to:

Income Control Division

This division is responsible for the receipt, recording, balancing and depositing of all revenues received by all departments within the Office of the Secretary of State for downstate sales and services.

Facility Accounting Division

This division audits applications from the two major sources of revenue for the office, Vehicle Services and Driver Services. These are done to ensure proper fees are charged and control cashiering operations at 118 Vehicle/Driver facilities throughout the state.
