All four Illinois constitutions have named the Governor commander-in-chief of the militia and state laws have charged his appointee, the Adjutant General, with the administration and coordination of militia activities. The Adjutant General preserved militia records, attended public military reviews, transmitted gubernatorial orders to military units, and reported to him on the condition of their equipment, discipline, and finances.
The Adjutant General also was designated to serve as Inspector General, Quartermaster General, and Paymaster General; enjoined to preserve brigade and regimental reports and election certificates of militia officers; and was to send commissions to those officers (L. 1819, p. 270; L. 1821, p. 106; L. 1826, p. 3).
The Adjutant General's duties increased significantly during the Civil War. In 1861 the General Assembly instructed him to maintain township or county census returns of citizens subject to military service and to gather information on Illinois soldiers serving in federal or state units (L. 1861, Extra.
Sess., p. 17). As the Governor's chief of staff he was responsible for conducting all state military correspondence; licensing recruiting agents; recording all general and special orders; and retaining rosters, muster rolls, and lists of promotions, resignations, and discharges. In addition the General Assembly required him to collect and safeguard all military records and papers held by the Secretary of State (L. 1865, pp. l, 63). In 1869 the Adjutant General was named chief of ordnance and thus became responsible for the State Arsenal (L. 1869, p. 5).
Following the Civil War, the Adjutant General was directed to publish reports based on his office records that disclosed the names, residences, and dates of enrollments, musters, discharges, and deaths of Illinois men who had served during the conflict (L. 1867, p. 192). In subsequent years he was authorized to publish similar information about the soldiers of the Black Hawk and Mexican Wars. In order to do so the Adjutant General employed a clerk to transcribe federal records relating to the service of these soldiers (L. 1879, p. 24; L. 1881, p. 37; L. 1895, p. 340). After the Spanish-American War the Adjutant General also prepared for publication rosters of Illinois regiments involved in that conflict (L. 1899, p. 3).
The state militia was reorganized in 1877 and divided into an active volunteer reserve (National Guard) and an inactive reserve (militia). A naval militia was established by the General Assembly in 1893 and it too was overseen by the Adjutant General (L. 1877, p. 130; L. 1893, p. 151). The Military and Naval Code was revised again in 1897 and in 1909 the state militia was reformed into organized (National Guard and Naval Reserve) and unorganized reserves (L. 1897, p. 252; L. 1909, p. 437). At the next legislative session the General Assembly appointed the Adjutant General to a commission that was charged with building armories throughout the state for the National Guard and the Naval Reserve (L. 1911, p. 73).
Additional duties were delegated to the Adjutant General during World War I including investigating charges of misconduct against militiamen, convening efficiency or court martial boards to hear the cases, and forwarding dishonorable discharges to clerks of counties where veterans resided (L. 1917, p. 784). After World War I he coordinated the transfer of federal camps (especially Camp Grant near Rockford) to his supervision and prepared them as storage or training bases for the National Guard (L. 1923, p. 22; L. 1925, p. 11).
The Adjutant General also served on the Spanish-American War Memorial Commission (L. 1923, p. 93), the World War Veterans Commission (L. 1931, p. 192), and the Service Recognition Board which was established to make bonus payments to veterans of World War I (L. 1921, p. 66). The General Assembly abolished the Service Recognition Board in 1927 and transferred all its books, records, and documents to the Adjutant General (L. 1927, p. 110). Some of these records were later destroyed in a fire at the State Arsenal in Springfield in 1934.
During World War II the Adjutant General assumed control of all state armories and acquired other duties related to the war effort, including investigating deaths or injuries resulting from actions taken by reservists and deciding upon disability pay for reservists who were injured or killed while in active service (L. 1943, vol. 1, p. 1320).
On July 8, 1957, the Governor approved a new Military and Naval Code repealing the 1909 act. Under the new code the Adjutant General's office officially was designated the Military and Naval Department, a non-coded agency of the executive branch (L. 1957, p. 2141). The legislation stipulated that the department was to act as "the channel of communication between the Federal government and the State of Illinois on all matters pertaining to the state military and naval forces," and that the Adjutant General was to continue to advise on and carry out the Governor's policies, issue orders in his name, and perform the responsibilities previously assigned by state laws.

Endorsement books contain abstracts or copies of Adjutant General's correspondence usually concerning commission and service records. Each request for verification or correction of an individual's record is usually summarized (including name, address, rank of correspondent, and date of letter) and is accompanied by summaries or texts of replies made to correspondent or additional letters written by the Adjutant General to any other individuals (e.g., War Department officials, commanding officers, soldiers) who had further information that would verify or elaborate on the facts of the case. Each of these verifications is referred to as an "endorsement."

Each special order is numbered and gives the date of issue and the name, rank, and location of the officer to whom the order was sent.

Files primarily contain election returns and correspondence with militia officers and the Governor concerning such matters as commissions, resignations, discharges, courts martial, and supply requisitions. A substantial portion of this series concerns the Mexican War including lists of companies and brigades, copies of general orders, and correspondence between state and federal officials concerning transportation orders and expenses involved in raising troops. Files also contain numerous muster rolls of men called into service in 1827 for the Fever River Expedition (i.e., Winnebago War).

A report from each county commissioner certifies the number of men in that county subject to militia duty. Some reports break down the total number into age classifications (i.e., 18-19, 20-29, 30-39, 40-45). Names of eligible men are given for Jackson County only. County commissioners were required to file these certifications with the Adjutant General as part of their census taking responsibilities (L. 1829, p. 22).

Files contain both original muster rolls of Illinois volunteers who served in the Black Hawk War and copies of muster rolls filed with the federal government. Copies of federal muster rolls were made pursuant to an 1881 act of the General Assembly which provided for the transcription of these records (L. 1881, p. 30). Original muster rolls are filed by brigade, while federal muster rolls are grouped by county. Entries on each muster roll include soldier's name, rank, date and length of enrollment, county of residence, amount of pay due, and number of traveling rations drawn. For mounted soldiers the rolls also give the value of arms and equipment issued and the value and description of horses issued. Files also contain a small amount of correspondence concerning men who served in the Black Hawk War and material relating to a reunion of these veterans in 1891.

Files contain both original records of Illinois volunteers who served in the Mexican War and copies of muster rolls filed with the federal government. Copies of federal muster rolls were made pursuant to an 1881 act of the General Assembly which provided for their transcription (L. 1881, p. 30). Original muster rolls are filed by brigade, while federal muster rolls are grouped by county. Entries on each muster roll include solder's name; rank; age; date, place, and term of enrollment (i.e., War with Mexico); name of person who enrolled soldier; date of last pay; name of paymaster; date of discharge; amount of allowance given to travel home after discharge; amount allowed for subsistence; and valuations of horse and horse equipment.
Files also include company morning reports; monthly strength returns; a list of Illinois soldiers who served in the 14th and 16th Infantry Regiments of the U.S. Regulars; a list of soldiers from the 2d Illinois Infantry Regiment who were killed, wounded, or missing in action at the battle of Buena Vista; and correspondence dating up to 1890 concerning commissions, elections, and service records.

Files contain correspondence concerning requests for payment of bonuses to veterans or their beneficiaries for service in World War I. Claims were handled by the Service Recognition Board, of which the Adjutant General was a member, until the filing deadline of December 31, 1924. The board was abolished in 1927 and its records transferred to the Adjutant General who handled all subsequent queries.

Files maintained by the Adjutant General for each company and regiment contain original manuscript records for Illinois soldiers serving in infantry, cavalry, and artillery units. Also included are files for Illinois men who joined Missouri units and Illinois companies serving in the 29th Colored Infantry (Regular Army).
Correspondence and muster rolls form the major portion of these files. Also found with varying frequency are descriptive rolls, rosters of commissioned officers, election returns, enlistment certificates, troop strength reports, lists of soldiers taken prisoner, returns of casualties, morning reports, general and special orders, returns of men discharged, discharge certificates, inspection reports, and battle accounts.
Correspondence primarily concerns recruiting activity, regimental organization, promotions, commissions, election results, resignations, and service records. Some correspondence, dating up to 1903, concerns repeated attempts by veterans of the Cairo Expedition to rectify errors in accounts of the expedition which appeared in publications of the Adjutant General.
Descriptive and muster in rolls usually provide the following information: solder's name; rank; birthplace; age; occupation; marital status; colors of eyes, hair, and complexion; height; date, place, and term of enlistment; name of individual who enlisted soldier; date, place, and term of enrollment; amount of bounty due; clothing account; and dated remarks concerning promotion, transfer, injuries sustained, or special assignment. Muster out rolls additionally note date of death or discharge and whether prisoner of war, absent in hospital, on special duty, or deserted at time of company discharge. Each roll also shows name of company and regiment; date and place of muster in or out; name, rank, and unit of mustering officer; and sometimes the date that each soldier was last paid.
In cases where a regiment lost its records in combat, records generally are copies of federal records of the unit filed in Washington, D.C. Records of officers promoted beyond the rank of colonel also are maintained by the federal government.

Those companies mustered into federal service prior to January 1, 1862 appear to have compiled their rolls in the field, while those companies mustered after this date filled out their rolls at the time of their muster into service. Some companies seem to have prepared rolls at various times after their initial report of strength. Also included are muster rolls of Illinois citizens enrolled in Missouri units.

Descriptive roll for each regiment comprises four parts: (1) a listing of officers holding field, staff, or company grade which gives each officer's name, age (often omitted), occupation, residence, birthplace, marital status, date of appointment or election, date and place of muster, name of mustering officer, and remarks on promotion, transfer, discharge, or death; (2) a listing of commanding officers and numbers of officers and enlisted men under their command, date and place companies were mustered, name of mustering officer, principal location of men at time of enrollment, name of camp where company was assigned to a regiment, and date of movement from training camp to the field; (3) a section which occasionally details the type of arms issued to each company; and (4) a summary of the regiment's history (e.g., troop movements, changes in command, field action) compiled by the commanding officer at the conclusion of the war.

Record occasionally notes the issuance of general or special orders that concern the organization, deployment, or assignment of the regiment. Also included are aggregate reports of troop strengths for May 16-June 23, 1864 which include name of camp (i.e., Camp Fry, Camp Butler), name of regimental commanding officer, and the daily number of soldiers in each regiment.

Register contains numerous listings of newly organized regiments (i.e., 72d-133d Infantry, 14th-18th Cavalry, 7th Artillery) and colonels commanding them. Some lists note colonel's name and the counties regiment was organized from; others note status of regiment (e.g., whether mustered, equipped with arms and uniforms or paid, nature of transportation orders); troop strength; names of surgeons and chaplain assigned to regiment; and whether muster rolls, descriptive books, monthly returns, and lists of casualties and men joining companies have been received from regiment. Register also contains a list of tenders submitted under General Order No. 47 which gives name and residence of each man making tender, date of tender, and occasional notes on response to tender (i.e., authorization given, orders issued). Rough penciled notes on regimental strength and officers appear throughout the register.

Record series is loosely arranged by county and then by township. State legislation passed in 1861 required township assessors to compile lists of able-bodied male residents from the ages of 18 through 45. Within townships were two categories of eligible young men. The voluntary militia consisted of those individuals who had organized themselves into companies and elected officers for the purpose of military enlistment. Voluntary militia lists give the soldier's name, residence, age, birthplace, occupation, and date and term of enlistment. The reserve militia on the other hand was composed of those eligible men who chose not to volunteer but who were liable to being drafted. Reserve militia lists generally provide names only. These lists were composed over 1861-1863.
The President called for 300,000 men to be inducted into military service with an order issued August 4, 1862 and the War Department established regulations for the enrollment and drafting of these men. The resulting record was an 1862 federal census conducted by enrolling officers. Entries include name, age, birthplace, occupation, and frequent remarks concerning military assignment or exemption. Often included with township files are lists of volunteers and enlistment certificates.

Listed for each Illinois county are election results for all companies organized under a special militia law passed by the General Assembly at the start of the Civil War (L. 1861, Extra.
Sess., p. 17). Entries include company name, date election held, names and ranks (i.e., captain, first and second lieutenants) of elected officers, and occasionally the number of men in the company and the date they reported.

Volume contains copies of monthly reports of Illinois volunteers mustered into federal service which were submitted by the Adjutant General to the War Department in order to receive state credit for their enlistment. Arranged in a tabular format each exhibit lists all military units reporting volunteers and shows the number of men mustered into each arm of the service (i.e., infantry, cavalry, artillery), the term for which each volunteer was mustered, and total number of men from all units mustered into each arm of the service. Each exhibit then breaks down the number of volunteers by congressional district or locality (i.e., township, city, county) to be credited with enlistment. Exhibits also indicate the number of out-of-state volunteers mustered into service by Illinois and the grand monthly total of all volunteers mustered into federal service by Illinois. Each exhibit is certified by the chief mustering officer of the state and signed by the Adjutant General.

Some reports also contain a listing of soldiers under arrest which includes soldier's name and company, date and by whom confined, charges (e.g., disobedient, lying down on post), and remarks (e.g., sent to city prison, returned to guardhouse, returned to quarters). Reports are signed by officer commanding the guard.

Reports also list any change in composition of company since last report (e.g., number of commanding officers or enlisted men lost through death, transfer, resignation, or missing in action; number of commissioned officers and enlisted men gained through promotions, transfers, enlistments), and remarks (e.g., names of soldiers reduced in rank, number of miles marched, numbers of recruits and horses required). Morning reports for Camp Butler also indicate infantry and cavalry units in camp, date of arrival in camp, and county recruited from. Beginning February 23, 1862 reports show the number of prisoners of war held at Camp Butler. Reports usually are signed by commanding officers. Morning reports are held for Camp Butler (Springfield), Camp Douglas (Chicago), Company E of the 17th Infantry Regiment, the 33d Infantry Regiment, and Company K of the 140th Infantry Regiment.

Record notes that some stores were shipped and invoiced to the ordnance officer of the U.S. Arsenal at St. Louis.

Weekly payroll accounts for boys and girls engaged in backing cartridges at the State Arsenal include each employee's name, number of days worked, daily pay rate, amount owed for the week, notation if paid, weekly total for all employee salaries, and daily production totals (i.e., type and number of cartridges backed). Beginning September 1861 accounts sometimes indicate that employees were paid on a piece-rate basis. These accounts note the number of boxes of cartridges backed and the pay rate.

Muster in rolls are for the 1st-9th Infantry, 1st Cavalry, and Battery A Artillery of the Illinois volunteer regiments that served in the Spanish-American War. Muster rolls, arranged by company and regiment, include entries for each soldier's name; rank; age; birthplace; colors of eyes, hair, and complexion; height; marital status; occupation; name and address of nearest relative; date, place and length of enrollment; name of enrolling officer; residence and distance traveled to rendezvous point; occasional remarks on physical condition; and the soldier's enlistment oath and signature.
Also included is a separate roll of officers who were promoted after or absent during the original muster in. This roll gives each officer's name, age, rank, residence, and marital status; name and address of nearest relative; regiment number and name of commanding officer; muster date and term of enlistment; explanation of promotion or absence; officer's oath and signature; and the mustering officer's certification of the roll. Directives from the War Department concerning the status of individual soldiers occasionally are inserted in the rolls.

Muster out rolls are for the 1st-9th Infantry, 1st Cavalry, and Battery A Artillery of the Illinois Volunteer Regiments that served in the Spanish-American War. These rolls include both soldiers who appear on MUSTER IN ROLLS, RS 301.087, and soldiers who joined units after muster in. Rolls, arranged by company and regiment, include name of officer filling out muster roll, name of commanding officer, date and place company called into service, term of enrollment, date company organized, name of officer organizing company, and distance and date traveled to the rendezvous point. Entries for each soldier include name; rank; date, place, and term of enrollment; name of enrolling officer; places of residence and discharge; number of days of subsistence and forage provided by soldier; amount due soldier and the federal government for clothing or arms and equipment; date last paid; name of paymaster; remarks on settlement of pay accounts; final pay account which lists length of time paid for and amount due; amounts due for clothing, subsistence, forage, horses, equipment, and traveling expenses; total amount due; amount of any stoppages; balance paid; and soldier's signature signifying receipt of payment.
Following each muster out roll is a recapitulation of the numbers of men present for regular, special, or extra duty; numbers of men present who were sick, under arrest, or in confinement; numbers of men absent with or without leave, sick, under arrest, or in confinement; and notes on any alteration in regiment since muster in. Each muster out roll also is accompanied by a certification of the roll by the officer commanding the company and the mustering officer listing date and place of muster out. A record of each company's movements sometimes is added to the muster out roll.

File contains material relating to payments made from the Spanish-American War Veterans' Fund which was established by Congress in 1899 to compensate underpaid members of the Illinois National Guard activated during the war. Administration of the fund was transferred to the state in 1908. File includes stubs of payment checks which list check number; payee with name, rank, and military unit; date and amount of payment; reason for issuance (i.e., act of 1899); and occasional notation that check was canceled. Also included is a listing of payments made to members of each National Guard unit which includes each soldier's name and rank, dates enrolled and mustered, number of days in service, daily pay rate, amount and date of payment, and total amount paid each company.

Report is of the first inspection of the National Guard, organized under the Military Code of 1877, submitted to the Adjutant General by the Inspector General of the National Guard. Report includes copies of Governor's and Adjutant General's orders mandating the inspection; synopses of reports which assess the condition, efficiency, discipline, and troop strength of each brigade; general recapitulation of troop strength of all guard units and Inspector General's recommendations for improvements in weapons and equipment; a detailed report and recommendations on rifle practice; and reports on the guard's handling of workers' riots in Chicago, East St. Louis, Bloomington, Braidwood, Streator, and Altoona during July 1877.
