The Library Operations Division serves the information needs of state government. The Library Operations units are:

- Library card application: Fill out and e-mail the applicable library card application. Or, print out the application and send it to Illinois State Library Circulation Desk, 300 South Second Street, Springfield, Illinois 62701 (or via interoffice mail).
- Library card application for state government employees and elected officials.
- Library card application for retired state employees and public library patrons.
- Library card applications can also be completed in person at the Circulation Desk, 2nd Floor. A valid state ID card is requested for state government cards.
